question: if you carry on into the plane, but the overheads are all full and the stew says you have to check, do they charge you? -- nm

Nope. Most airlines allow you to gate check a bag at no cost, especially when the flight is full or overbooked.

On AA and DL (the two airlines I've mostly flown lately) they *always* make an announcement at the gate

No charge. It's a small plane, so I would likely have had to check.
