On AA and DL (the two airlines I've mostly flown lately) they *always* make an announcement at the gate

to the effect of
"We will run out of space so especially if you are in Groups/Zones 3 or 4, we'd be happy to check your bag to your final destination for free"
If you try to take it on and there's no room, they check it for free.
Same may not be true of some of the low fare airlines like spirit (I'm not sure)
