Thanks! I looked up my credit card and Chase expressly tells me to decline the rental agency's coverage since Chase has the waiver. -- nm

It's not insurance, you're paying for them to waive their right to sue you or go after your insurance if you damage the car.

Usually it's only secondary liability that kicks in after your insurance pays unless your card has a fee. Then it might be primary insurance. -- nm

I believe that covers you for liability for damage you to do someone else. Probably not for damage to your rental car. -- nm
