The helmet could be tracked down (either at the pyre site or to some collector/hoarder) but who would have those ashes after years?
Luke could have collected them up but if he had kept them, how did Kylo get them? Otherwise, Luke might have scattered them and so they are gone-gone.
As to ashes of Kylo's enemies, he could have some lackey who sweeps them up for him. Not sure how *all* of his enemies would be killed in such a way that they have ashes for remains, unless he has them cremated.
