He was running out of the base line and blocking the throw. I agree that the Betances should have just hit him in the back with the ball.

But he tried to throw over him because he was out of the baseline and interfering with the throw.
That it's not able to be called unless he hits him seems a bit ridiculous to me. Anyone that saw that play can see he's out of the baseline and interfering.
