years ago the san fran chron did a story (back when papers had investigative reporters) on how two towns next to each other dealt with rape reports, Berkeley worked them hard, took them seriously even if the victim was a prostitute, or drug user or even just drunk. Oakland, right next door, had the worst conviction rate in the state, the main detective had a funky attitude towards women in general. any hint of drug or alcohol and the file was shit canned.
