No. Several leagues all at essentially equal standing. The multiple 'leagues' are actually tournaments they qualify for.

For example, the top four teams in the Premier league this season, qualify to be in the Champions League, which is basically a best of the best tournament that is played throughout next season.

It puts pressure on the top teams to stay top because there are more demands.

It's let of why Leicester has been able to do what they are doing, because they were bad last year and didn't have anything extra to focus on this year.
