That would allow people that don't actually identify with the party to jump on board and have an influence on the primary. Each party would like to -- (edited)

keep it so only those that actually identify with their party vote for which person will represent the party in the general election. If people want to switch for the general that's a different story. But for the primary it's in the best interest of the party and the people in it to keep it closed and have the date to switch well ahead of the primary date.
