Virginia sends 1 gun to NY per ~22k Virginians and Vermont sends 1 gun to New York per ~11k Vermonters or 2 guns per ~22k residents.

That *may* just be a matter of proximity. Vermont borders New York, Virginia does not. But Vermont, if it had the same pop as Virginia would be sending twice as many guns to NY as Virginia does, or nearly 800 guns.
