Something called reddit has info on how to level up under the new (and final) rules.

"Many people here have already figured this out, but some haven't, so bear with me while I explain some key differences that came with the April Update.

I started this morning with three 319 characters. I now have three 331 characters. Yes, I grinded my ass off today, but many people put in just as much time and only gained a few levels. Why am I so special?

Because finally, Destiny has a "smart loot" system implemented into end-game activities. End-game rewards from Prison of Elders, King's Fall, Nightfall, and Court of Oryx are now dependent on your current light level.

As far as I can tell, the light level of end-game rewards will be a maximum of 5 points higher than your current light level. Therefore, if I am 320, I will receive UP TO 325 gear from the aforementioned end-game activities. As a 331, I am consistently receiving between 332 and 335 light rewards.

Case in point: I went to Court of Oryx as a 322, and got several 325 and 326 artifacts from the Tier 3 boss. I went back later as a 330, and got a 333 artifact. I tried again at 331, and got two 335 artifacts, and several 334 artifacts.

Second case: I completed the high score requirement for the Challenge of Elders as a 325, and was rewarded with a 330 light weapon. I then completed it on my other character which was 330 light, and was rewarded with a 334 light weapon.

Third case: I played Kings Fall as a 331 with a group of individuals of various light levels. From the totems, I received a 334 ghost shell, while the 320s got 323, 324, and 325 ghost shells. This is not coincidence, this is not "lucky RNG". I subsequently received 333 - 335 gear from each of the checkpoints, while those at lower light levels received rewards not exceeding 5 levels higher than their current cumulative level.

Please note that whatever information was communicated about legendary engrams decrypting higher than your light level, or 310+ or whatever is completely wrong. I received numerous legendary engrams, and none of them decrypted over 310 light. It seems that faction rewards are loosely based on this system, as I got one special weapon greater than my light level, yet several other faction packages were considerably lower than my current light level.

Exotic engrams DO abide by this system. They will always decrypt up to 5 levels higher than your current LL.

So how can you use this to your advantage?

My first advice is to raid cyclically. Personally, I went into my first raid today with a 321 hunter, and got a ton of gear. I used that gear to infuse into my titan's gear, which got him to 325. Then my titan's raid drops were infused into my warlock's gear, bringing my warlock to 328, and his drops were then infused into my hunter's gear. Using that cyclical method, I ended my day with three 331 characters. If I hadn't done that, I would have likely ended up with three 325ish characters.

Also, this week's Golgoroth challenge DOES NOT drop 335 gear. If you went in expecting a 335 artifact and 335 armor, you were probably sorely disappointed. As far as I can tell, challenge rewards might be up to 10 levels higher than your current LL (my 321 hunter got 328 boots from the challenge chest).

Second, if you have a large stash of exotic engrams, save the majority of them until you've reached 330ish. My friend decrypted all of his exotics right after the update launched, and once we realized how it worked, he was pretty bummed when I started decrypting 334 Zen Meteors this evening, and he was still clinging to the 324 Patience & Time he got this morning.

Granted, I'm not saying there won't be aberrations. I'm sure somebody will comment with a claim that they got a reward lower than their current light level. Maybe I'm wrong, maybe you're mistaken, maybe the game glitched out. All I can speak to is my personal experience, and the experiences of others that I have personally witnessed. Thus far, the reward system has shown itself to be consistent as far as I can tell.

Other tips for those that don't know:

Elder's Sigil high score (30k points) rewards a weapon.

Elder's Sigil cumulative high score (90k points) rewards a piece of armor.

A personal score of 10k in Challenge of Elders rewards a single legendary engram.

You can get up to 3 free Sterling Treasures per week, per ACCOUNT. Not per character. If you completed the Weekly Crucible on one character and received Sterling Treasure, switching characters will not allow you to receive it again. If you were one of the lucky few that picked one up from the postmaster, do not expect to find more in your other characters' postmasters. And if you got Sterling Treasure from lvl 41 PoE once, your other characters will be shit outta luck.

TL;DR - PoE, Nightfall, King's Fall, and Court of Oryx will grant rewards that are a maximum of 5 light levels higher than your cumulative light level. So will exotic engrams. King's Fall Challenge will grant rewards that are a maximum of 10 light levels higher. At least I think so. Many others have found this to be true. Do not hold me liable if your experience is different than my own."
