The only possible explanation, and it's a weak one: the agreement is being sold as something agreed by their campaign managers and not discussed by -- (edited)

Cruz/Kasich.
Obviously Cruz and Kasich gave the thumbs up to the deal, but the spin machine is trying to suggest the campaign managers did it to try to keep some of the 'blood' off of the candidates' hands.
But that leads to.....this idiocy.
