Ok, I watched it again. This is how I see that fight scene in GoT.

There are 4 horse riders and 2 men on foot handling the dogs. We only see 4 men being killed, so I guess the others were not equipped/trained as fighters.

They probably fled as soon as the fight started, with the dogs.
