I agree, with one caveat.

He doesn't have any real power. No army. He's a master puppeteer, but you can only position people against each other for so long. At some point, you need the backing to make the final step. Not sure how he does that yet.
But I think He and Varys are the two real players of the game. Everyone else is ego.
