while she is now making some of the decisions, many things that have put her in her current position have just been fortunate to happen to her while essentially EVERYTHING that has happened to Littlefinger he orchestrated. Many things that have happened to other people, he orchestrated.
She is coming into power, but it's mostly just been luck up to this point.
