That was the over-arching goal. It was also intended to at least start looking for ways to rationalize healthcare costs generally, and there was some

expectation that getting people into the system would help that (hospitals eating fewer bills for uninsured patients). It has done that to some degree. And some pilot programs for alternative billing arrangements may someday bear some fruit. But yes, at its core it's about making sure more people are insured and that cost is in part being subsidized. It frankly would be better overall if Republican led states would opt into the system instead of continuing to try to make it fail.
