the bayless show featured different local/regional things. I wouldn't expect them to be available everywhere, esp. inland. wikipedia says

I know, they are a recent invention and have foreign influences. But so is, say, spaghetti carbonara - and that's a pretty typical Italian dish today. -- nm

Some websites I found suggest that they were invented by Japanese fishermen living in Ensenada, so I suppose you could argue that it's fusion.
