I dunno. Look at Obamacare and the shenanigans it took to get that passed. And that was based on a conservative policy idea.

Not one that every conservative had signed on to of course, but you'd expect that as it wasn't that far removed from a past conservative proposal, it would have been relatively easy for the Dems to obtain some GOP votes - but no Republicans voted for it in the House and about 30 Dems voted against

Similarly, the budget shutdown and the debt ceiling.

Even though the GOP has become increasingly split over the last decade (to my recollection) the party hasn't been split in the House since the Bush immigration proposal in 2006.
