There are two halves to that coin IME (at least in my DFW-LGA experience, which I have a lot of)

1. AA, at least at DFW, tends to prioritize the last couple of DFW-LGA flights of the night to get them going to LGA. So even if DFW had storms and everything is running an hour or two behind, they seem to pull planes and crews from other missions to send them off to LGA on or around on time.
2. If LGA itself is causing the weather delays, they generally extend curfew.
3. Worst case scenario, flights that take off and get caught be curfew can divest to JFK (I have not had that happen, but know it happens on occasion)
