You'd still have starters, but they just wouldn't be sent out there for 100 pitches. They'd go 70 to 75, and only go through the lineup twice.

This basically happens already for most teams, but it isn't regulated. I think you'd see a bunch of starters have much better velocity and movement in this scenario.
