between bureaucracy and outright volumes of data, these things are unlikely to be discovered easily.

Agreed, but a dude trying to buy class 3 body armor is declined, I would think there is a reason* and that reason should cause something.

I remember when my job had to purchase some body armor...that was among the most interesting purchases I ever did.
