Originally the star bonds (when they were bonds) were meant to signal an actors ability to pull audiences to a film.

That's why they initially were delisted at zero (they had no ability to be a draw for future films).
Since there's no rational basis for them anymore, I'd be fine for whatever and this seems to work.
