It's really way less simple than that. The legislature deserves blame too (and I'd like to see Madigan gone), but Rauner started out of the gate with

agenda that didn't address the real issues. He's been holding the budget (and the tax increases necessary) hostage to implement a variety of anti-union, pro-business measures (that generally have failed elsewhere) and term limits. They aren't entirely veto-proof. He managed to get enough to not override his veto when they tried that earlier. He's only now (2 years into his term) beginning to sound like he's willing to negotiate. Meanwhile real people have been getting hurt. All the budget issues are significantly worse (because of late payments and bond rating drops). He's made everything tangibly worse.
