They can probably tell it's not C4 or something that you'd find in an IED or other devices. There's no sign of a commercial firework so that leads them to a homemade experiment.
It wasn't on the path either but on the side by the big rock so not somewhere that people would ordinarily walk or step. He just happened to jump off the rock at the spot where it was sitting.
