the bomb squad guy thought that maybe two chems mixed when stepped on and blew, so I'm guessing someone was screwing around with such

there's a method of making a fire bomb by painting two chems with a thin barrier between that slowly dissolves or gets eaten away by one of the volitile chems (it was a plot device in a Martin Cruz Smith russian detective book)
