I was thinking more about how the 19th century would have gone. Canada's rebellions of the 1840s (or something like them) would still have happened,

but the UK might have responded more forcefully, instead of setting up provincial legislatures, etc.
There weren't really similar rebellions in Australia, but the decision to set up local parliaments in those colonies would have been informed by what was happening in Canada.
