This is exactly the situation I think of when people argue for conceal carry shooters all over. -- (edited)

It's chaos. There is misinformation everywhere. People are running around. Nobody knows who is THE shooter or what their intention is. Cops are all operating on hyper sensitivity with their radars up.
And you think it makes it safer to add dozens of marginally trained cowboys into the mix? I just don't see it. So a citizen pulls a gun on someone they think is the shooter and a cop sees it, it's a wrap.
