There are white guys who hate cops and wouldn't mind fomenting some racial hatred.

There are people who try to push peaceful protests to violence. Even cops working for the police.
No, this would not be cops. But it's not out of the range of possibilities that it could white supremacists trying to start push things toward a race riot.
