You get your first lucky egg at level 8 or 9 ( I forget). You can then get them at pokestops, though I find them to be rare (I've only found one more since).
A lucky egg provides double experience points (XP) for 30 minutes. One of the ways to get a lot of experience points is evolving Pokemon.
Some Pokemon that are common (this can vary by area, see what you keep catching) require very little candy to evolve. Therefore you can evolve a lot of them in 30 minute, thus earning double XP and leveling up faster.
For example, Pidgeys take 12 Pidgey candy to evolve. I had something like 40 pidgeys plus already a lot of candy, so I transferred some more in and was able to evolve 13 or 14 of my remaining pidgeys with the candy I had.
I was also able toe evolve 5 rattata and one or two of a few other types.
Doing that during lucky egg allowed me to get enough XP to jump three levels.
Now I am stocking up again on common, low-candy Pokemon like pidgeys again to do it again a few days.
