I see it less as "deliberate" (intentionally inserted for a specific reason) and more lazy.

I don't think the speech writer was setting up Melania to look stupid, or was hoping to damage the campaign. I think it's much more likely that a campaign like Trump's isn't attracting people that have any talent and so you get that speech as a result.
