That makes no sense to me. Plays are not really that different than a novel so why the difference?

I'm so confused. If it's a made up story it should be in fiction. Seems simple. If it's a true story, biography, technical journal etc., then it's non-fiction.
I'm lost in why all plays would be non-fiction.
