Me. And I have 4 cities. But each has a level 10 wall and level 10 hideout with my largest city being level 8.

Also, recently, some folks I pillaged came back from inactive.
Only one complained and she was level 1. I sent her a peace offering and that was that. (Not that she was a threat, but friends are better than enemies)
