Each country can only enter 5 athletes. And of those 5 only 4 get to participate on each apparatus. If you choose 4 to do all apparatus and have the 5th do nothing (is that possible?) then you'd have at most 4 from one country. Otherwise you'd have at most 3 from one country.
*24* people qualify for the individual all-around.
But honestly, I don't care if you think it's "boring". This shouldn't be graded on a curve. It's the Olympics. (and it wasn't always curved. The year Nadia Comaneci won, all 3 on the podium were Romanian I believe).
This year, leaving out higher qualified athletes, you get get the following lesser athletes 'curved' into the all-around:
- The Brit who injured herself and didn't finish floor exercise
- The second best French qualifier
- The first best Italian qualifier
- The second best German qualifier
- The second best Italian qualifier
