Exactly. They want to spread the sports to more countries and they feel that this helps by having more countries in the finals. -- (edited)

They do it in many sports but I feel like they're not actually deciding who's the best athlete if they leave out some of the best because their teammates are also really good.
I want to see the best athletes compete for the medals and they want to give every country a chance. You can't do both.
