Can both teams lift someone because it seems like only one does? And the scrum seems to always go to one side. Can both teams try and get the ball?

On penalties, you can kick the ball ahead and out of bounds and then throw it in from where it went out? I think that's what I saw today and was a little confused.
Sorry for all the questions. I really enjoyed watching but those points are a little odd so hard to figure out.
