put them all behind the same bars - without the other "criminal element" that would be counterproductive to them being "rehabilitated" - and have the prison and all it's rules developed strictly for rapist rehab ... and if they can't pass the muster there to be back in society - chemical castration or stay behind bars is their option.

It's BULLSHIT that they commit the crime and don't do time.
