Perhaps I should clarify. From a "lifeform" standpoint, that seems true. Plants, animals, etc. do seem to be in those ratios from what I've seen BUT

there is also a ALOT of NPC characters you interact with in various outposts/observatories/etc on planets that seem to be abundant
