It's just states creating incentives for businesses to move. Studies consistently prove they don't provide benefits to the states that give the benefits and it just causes companies to move (and move workers or fire workers) in one place to another. It's all internal competition. Competition with competitors is good. States shouldn't need to compete with each other.
