It's not just the touch but the location on the opponent's body that matters. Epee is the only fencing style where ...

The opponent's entire body is in play. In foil and sabre, the touch has to be "within bounds" so to speak. Like in sabre, touches count only if they are above the opponents waist.
Additionally, there are a lot of other rules. For example, in foil, the fencer must first establish "right of way" -- the last active and clear action takes priority and only that action can score a point. A fencer with right of way can score a point even if the opponent lashes out suddenly -- without establishing right of way -- and touches first.
