Yep. And a presidential visit requires a lot prep and security that can be counterproductive in situations like this.

At most, he'll get a Marine One flyover, but pull police and other emergency responders off of more important tasks just to act as security and support for the visit.
Whether a president cares isn't shown in whether he/she visits, but in whether competent assistance is provided from the Feds.
Bush failed spectacularly at that.
