I have focused all my playing time on getting him since it started.

I finally got the five of them high enough starred but they were still at level 50 (except for Akabar). So the first 30 attempts, the emperor destroyed me. I finally got them close to level 60 and he was still wiping me out. His healing is insane. I finally started shifting around the the leveled up Mods, and was able to beat him.
I really got lucky with the data pack daily free Shard drops too. One of the hoth soldiers was dropped a couple times which gave me a lot of the shards needed to get him leveled up.
He is similar to YODA in that he has those extra unique skills. But instead of being great for defense, it is just help Shred. Is still down on the fourth row of my characters, but I am working to build him up fast.
