C is work that doesn't need to be done.
If A is 7% and B is 27% (meaning C is 66%),
then 20% of the work that needs to be done is not yet complete.
Right?

Yes, 20%. Add A and B to get all work that needs (or needed) to be done. Then 7/34 still needs to be done; 27/34 is done. -- nm
