No, but Facebook isn't doing it out of altruism either. They want to provide services in these markets so they can collect data on consumers in a new,

growing market that many businesses don't understand. Some countries aren't thrilled with this business model - India in particular is concerned about where it will go.

(But also, it's no different to any other company that wants to do the same thing, or is already doing so in developed markets)
