It's not only on Rahm and to blame him isn't right. Chicago has had a big problem for decades. It was slowly dropping from 1992 until 2004 when it

leveled off to what they have now which is between 450-500 homicides a year. This year looks like it'll be higher than recent years. I don't know why they couldn't get it lower like we were able to do over the same time period.
