First, you used to be able to have a higher mag size, but that was nerfed a while back. I forget how many shots Fatebringer had, but I think over a dozen.
Disregarding that, I think they are all in the 5-9 range now. The cut off might be 8. If you can get headshots, that's usually 5-9 kills per reload. You can probably do as well or better with some autos, but not easily. Of course, nobody uses them, either. So that leaves scout rifles (the best choice for pve) which can vary due to impact and mag size from 4 or 5 kills to around 20 kills. Of course, they aren't as easy to use at closer ranges. Or pulse rifles, which are about on par with hand cannons. If each burst is a headshot kill, you are getting from 6-10 kills per reload. The highest mag size for regular pulse rifles is 30, and each trigger pull uses 3 bullets, giving 10 kills max. Hakke pulses can have 33, but they use 4 bullets per shot for 8 shots and then one leftover bullet. Which probably makes spray and play worthless on them.
Yeah, hand cannons need to be improved, but they are currently in line with everything other than scouts when it comes to mag size. The real issue there is reload.
