There was an interesting article in the economist about this a while back. Basically a lot of his voters are with him no matter what.

He's managed to spin the stories of 'Washington insiders in it for themselves', 'dishonest media' and 'I'm an outsider' convincingly enough (for his supporters anyway) that a large proportion shrug this stuff off. Same reason he doesn't bother with policy details.
