I thought you meant that the announcement would change with every refresh (or every few) the way Gmail webclips work. But on second reading, perhaps you didn't.
Also, bery, you could use a similar method to highlighting new posts to alert individuals the first time a changed announcement box appears ( or for a fixed period of time after it changes... or for a set number of page refreshes after it changes...)
