I have an eBay question, with follow-ups, for those who use eBay more than I do.

I lost a wheel cover when I was in Chicago. I ordered and paid for a replacement from a seller on eBay. The seller has 99.5% positive feedback. I checked the tracking yesterday and found it had been left on my doorstep the previous Friday by USPS (shipped Priority Mail). I contacted the seller. The package was insured but the seller is saying it's on me to follow up with the post office. I've never had a package stolen in the 3 years I've been here. UPS usually leaves packages by the side gate where it's out of sight but both FedEx and USPS just put them inside the storm door if full view of the street (about 8 feet away behind a gate). The seller's responses to my queries have been pretty curt. I called eBay's customer service who directed me to the FBI's Internet Crime Complaint page. They said I had to file a complaint, get a case #, then call them back. At the end of the filling out the form all I got was a message that I should print the complaint - there were no links elsewhere, no case #. That was done earlier today. I haven't received an e-mail about it. I checked out the USPS site and found how to file a complaint about the stolen package, which I just did. They say someone will get back to me within a day.
I spent less than $30 for the wheel cover, including shipping. My question is, has anyone had this type of experience? And then, do you know if the FBI will be sending me an e-mail with a case #? Will eBay reimburse me? Since the package was insured (per the seller) is the USPS on the hook if the package was stolen? Or should I just write it off as a loss and find a replacement wheel cover elsewhere?
TIA.
