I assumed this aligned with 2012 but nope. It was a practical ties in 2012 (Obama by a few votes) in Harris
Mitt Romney 584,866 (49%)
Barack Obama 585,451 (49%)

At least in '04 looks like Harris, Dallas, and Bexar (Houston/Dallas/San Antonio) all went for Bush -- nm
