He is calling it a crazy system, and saying Hillary's plan is a better solution. -- (edited)

He isn't talking about the fact that the ACA is the way it is right now because no Republican in Congress will fix it. I'm not sure why he feels Hillary can get her changes to the ACA put in place by Republicans while Obama couldn't.
