clay is clay, load it with a lot of sawdust and manure and you can bake 'bricks' literally on a hot day, worse....

if the dirt underneath is as clay as you say, you can make a 'bathtub' where the garden literally fills with water like a bathtub full of loose dirt.
I would recommend making a raised bed about a foot minimum, 18" or more better, go on craiglist or freecycle and look for folks offering broken cement chunks to stack like pavers, with a few plants and/or moss it looks quite nice, its called urbanite by the recycle green earth folks.
